What Does the National Residence Card Mean?
In common parlance "Permanent Residence Permit" – in law, the highest status.
The National Residence Card (formerly known as National Permanent Residence Permit) is the pinnacle of the Hungarian immigration system prior to naturalization. In a legal sense, this status means you are no longer a "guest" but an "immigrant": your rights and opportunities are almost entirely identical to those of Hungarian citizens.
Why Do We Call It a "Purpose-Independent" Status? While every other residence permit (whether for employment or study) is tied to a specific purpose and condition, the National Residence Card is purpose-independent. If you obtain this card, the authority will never again ask "why are you here?". If your job ceases or you close your business, your right of residence remains intact. This provides true freedom.

Mathematical Verification of Eligibility

Questions About Settlement
Q1: Can I travel abroad during the waiting period (3 years)? Yes, naturally. "Continuous" residence does not mean confinement. Shorter trips abroad (vacation, business trip) are permitted, provided you do not spend more than 4 months away at a time, and your total absence does not exceed 270 days during the 3 years.
Q2: For how long do I receive the document? The status itself is permanent, but the physical plastic card (document) must be renewed. Currently, this document is issued for 10 years, thus you are exempt from further immigration administration for a full decade.
Q3: Is the 3-year wait mandatory, or is there an exception? As a general rule, it is 3 years. However, there are exceptions: if you are the spouse of a Hungarian citizen (and have been married for at least 2 years), or were previously a Hungarian citizen, the waiting period may be shortened.
Q4: Is a language exam required for settlement? A Hungarian language exam is not mandatory for the permanent residence permit (unlike for citizenship, where it is). Here, they primarily examine subsistence, housing, and lawful residence.
