
What Is the National Residence Card?
Commonly Known as "Permanent Residence" — the Highest Legal Status.
The National Residence Card (formerly the National Settlement Permit) sits at the apex of Hungary's immigration system, just below naturalisation. In legal terms, this status means you are no longer a "guest" but an "immigrant": your rights and possibilities are almost entirely equivalent to those of Hungarian citizens.
Why We Call It a "Purpose-Independent" Status Whilst every other residence permit (whether for employment or study) is tied to a specific purpose and condition, the National Residence Card is purpose-independent. Once you hold this card, the authorities will never again ask "why are you here?". If your employment ends or your business closes, your right to reside remains entirely intact. That is true freedom.

The Path to Permanent Status
Mathematical Verification of Eligibility

After a successful decision, at the Government Service Window you can collect not only the National Residence Card but also your Hungarian National Identity Card and Address Card.
Questions About Permanent Residence
Q1: May I travel abroad during the waiting period (3 years)? Yes, of course. "Continuous" residence does not mean confinement. Shorter foreign trips (holidays, business travel) are permitted, provided you are not absent for more than 4 months at a stretch, and your total absence does not exceed 270 days over the 3 years.
Q2: For how long is the document issued? The status itself is permanent, but the physical plastic card must be renewed. Currently this document is issued for 10 years, freeing you from further immigration administration for an entire decade.
Q3: Is the 3-year wait mandatory, or are there exceptions? As a general rule, 3 years. However, exceptions exist: if you are the spouse of a Hungarian citizen (and have been married for at least 2 years), or were previously a Hungarian citizen, the waiting period may be shortened.
Q4: Is a language exam required for permanent residence? A Hungarian language exam is not mandatory for the permanent residence permit (unlike citizenship, where it is). Here, the primary focus is on livelihood, accommodation and lawful residence.
