The National Card Programme: In Detail
Strategic Relief for Workers from Priority Partner Countries
The National Card is one of the most significant innovations in Hungarian immigration law, targeted specifically at citizens of states that maintain close diplomatic and economic ties with Hungary (Serbia, Ukraine and other designated countries). Legally, it is a combined permit granting both the right to reside and work, but with significant administrative simplifications compared to traditional permits.
Labour Market Exemption The programme's greatest legal advantage is exemption from the labour market assessment. Whilst for a standard work permit the employer must at length prove that no Hungarian or EU candidate was found for the position, this step is absent for the National Card. In practice, this shortens the time to employment by several weeks.
Commitment and Flexibility Although the National Card is tied to a specific employer, the legal framework for changing jobs is more flexible. If the employee wishes to change employers, it is not necessary to conduct a completely new immigration procedure from abroad — the permit can be modified within Hungary on the basis of a contract with the new employer.
Right to Family Life Unlike, for example, seasonal permits limited to guest worker accommodation, the National Card provides full residential status. The legislature recognises the right to family life, so the cardholder may immediately, without any waiting period, apply for their spouse and minor children to join them.

What You Need to Know About the National Card
The National Card is one of the newest and most flexible instruments in the Hungarian immigration system, created by the government for strategic reasons for citizens of specific partner countries. This permit type grants both the right to reside and work in Hungary.
It is important to clarify our role: First Immigration operates as an immigration expert and legal adviser, not as a recruitment agency.
This means that in order to begin the process, you must already have a specific job offer or preliminary contract from a Hungarian employer.
We help to ensure that once you have a job, the legal process runs smoothly. We take the burden off both employer and employee: we compile the full set of authority documentation, manage the bureaucracy and ensure the permit is received as quickly as possible.
Eligible nationalities: Ukraine • Serbia • Russia • Belarus • Bosnia-Herzegovina • Montenegro • North Macedonia • Moldova
Why Is the National Card the Best Choice?
-
No Labour Market Test: No need to check for Hungarian candidates for the position. This accelerates the process by several weeks.
-
Accelerated Authority Processing: The statutory processing time is just 21 days (compared to 70 days for standard permits).
-
Qualification-Independent: No university degree or its costly recognition required. Applicable to any position.
-
Immediate Family Reunification: Your spouse and minor children may also apply for residency on your basis, without any waiting period.
-
Flexible Employer Change: Unlike other permits, changing employers is simpler here — the permit can be extended with a new employer.
-
Renewable In-Country: When the card expires, renewal does not need to be initiated from abroad — it can be conveniently handled from Hungary.
-
Long-term Security: The permit is issued for a fixed 2 years, extendable by a further 3 years.
-
Freedom of Movement: With the card, you may travel visa-free to Schengen Area countries (for tourist purposes, up to 90 days).

FREQUENTLY ASKED QUESTIONS (FAQ)
Q1: Can you help find employment in Hungary? No. Our firm specialises exclusively in immigration and alien policing procedures. We are not a headhunter or recruitment agency and cannot provide job offers. The process can begin once you already have an employer.
Q2: Where do I submit the application? As a general rule, applications must be submitted in person at the Hungarian consulate or VFS Global office in your country of citizenship (or habitual residence). In certain circumstances (e.g. if you are already lawfully residing in Hungary), in-country submission may be possible — this is clarified during pre-qualification.
Q3: Can I bring my family? Yes. One of the greatest advantages of the National Card is that it enables family reunification. Your spouse and minor children may also obtain a residence permit, provided the livelihood and housing requirements are met.
Q4: How long does the procedure take? The statutory authority processing time is generally 21 days from submission. To this is added document preparation and appointment waiting time, which may vary by country.
Q5: Do I need to present a degree? No. A higher education degree is not a condition for the National Card. It is sufficient to hold the qualification required for the position (if the role requires it) and a valid employment contract.
